France–Great Britain freight: check ELO, GMR and ENS before departure
Prepare a Channel shipment by separating ELO, GMR and ENS, assigning document responsibilities and checking readiness before loading.

A booked vehicle and a commercial invoice do not make a Channel crossing ready. The right file depends on the direction, crossing and customs procedure. The useful task for a shipper is to establish who prepares each formality and how its status will be confirmed before departure.
An existing requirement, a check to organise now
The French Customs notice of 17 April 2026 makes ELO presentation mandatory from 20 April 2026 at the French Smart Border with Great Britain. It covers accompanied and unaccompanied RoRo transport units in both directions. This is not a new September deadline.
This guide concerns goods between France and Great Britain: England, Scotland and Wales. Northern Ireland and goods requiring specific controls need a separate check.
Three references with different purposes
- ELO (Enveloppe logistique obligatoire): French Customs groups the references needed for the crossing under one barcode. Each transport unit needs one ELO, including empty units. ELO does not accept GMR, British ENS or CMR references.
- GMR (Goods Movement Reference): this British reference concerns locations using GVMS. Its owner must check the references appropriate to the movement and present a valid GMR for boarding.
- ENS: the entry summary declaration supports safety and security checks. Great Britain-bound declarations use S&S GB unless a waiver applies; ENS references included in ELO for Great Britain–France movements use ICS2.
Sources: French Customs, ELO, HMRC, GMR and HMRC, ENS. A barcode does not replace the underlying declarations or a customs release decision.
Assign the tasks before booking the slot
Create a coordination sheet with a name, contact and confirmation point for each task:
- Shipper: provide a precise goods description, package count, weights, values and party details; have the required customs data confirmed.
- Declaration provider: identify the formalities covered, outstanding work and available references. “Customs included” without a written scope is insufficient.
- ELO/GMR coordinator: collect the correct references, check their status and send the documents to the driver.
- Haulier and crossing organiser: confirm the vehicle, crossing, cut-off times and a reachable correction contact.
For British ENS, HMRC assigns accompanied RoRo filing to the haulage company and unaccompanied RoRo filing to the ferry operator. A third party may file with the responsible party’s consent without removing that party’s filing responsibility. Do not infer this allocation from the Incoterm alone.
Review readiness and record a clear decision
Use this checklist before sending the vehicle to the loading point:
- Direction, terminal and crossing mode confirmed.
- Goods and quantities consistent across invoice, packing list and instructions.
- Owner and status of each declaration identified.
- Required ELO and GMR references available; ENS handled for the correct direction and deadline.
- Driver holds the documents for this movement.
- Correction contact and rescheduling option known.
Illustrative method: three pallets are ready in France for an English customer. The shipper can confirm physical readiness, but departure still needs coordination if the declarant has not confirmed the formalities. Record “goods ready”, “documents confirmed” and “crossing booked” separately. These stages are not interchangeable.
Recheck the file when the plan changes
A replacement vehicle, an extra pallet or a different crossing may involve several parties. Tell the declaration provider and haulier before proceeding. Ask which messages require correction and who will confirm the revised position.
The official ELO troubleshooting FAQ describes ENS entries using the wrong transport mode and references that were not scanned. It recommends keeping references and crossing details for support. This supports checking what the driver receives; it does not establish how often these incidents happen.
Send a transport request that can be assessed
Provide addresses, date, receiving window, packed dimensions, gross weight and handling needs. Add the Channel direction, customs contact and confirmed arrangements. Ask the offer to distinguish transport, crossing, waiting and any document services.
This enables assessment without assuming vehicle availability, customs representation or a crossing without inspection. Prepare your shipment file, then request a shipment assessment.
