Fuel, Tolls and Waiting Time: The Hidden Costs in Road Freight
Check fuel adjustments, tolls and waiting terms in freight quotes, including the Dutch toll changes and what they mean for the total.

Separate the price from its conditions
A freight quotation needs a clear scope, not just a total. Ask which transport, fuel, road charges, handling and waiting conditions the amount covers. Some items may be included and others may depend on an event described in the offer. Do not assume a separate line is an extra charge on top of an already inclusive total; ask the provider to explain the calculation.
Start with the same addresses, packaged dimensions, gross weight, dates and access requirements. Those facts allow you to discuss the actual shipment.
Fuel: identify the reference and adjustment rule
If an offer includes a fuel adjustment, ask which reference is used, its base period, the frequency of updates and the part of the price to which it applies. Ask whether the quoted amount already includes that adjustment. Keep the answer with the offer rather than relying on a general statement that fuel prices have changed.
An index for one cost component is not the same as the total price of your shipment. Do not apply a percentage taken from a headline to the whole quotation without the agreed formula and scope. For a recurring agreement, request a worked explanation using the contract's own definitions before accepting the mechanism.
Tolls: check route, vehicle and transport date
Ask which countries and charged roads the proposed route uses, which vehicle or combination is assumed, and whether road charges are included. A rate for a particular vehicle class is not a universal freight price. A route or vehicle change may require the provider to review the offer; agree who will confirm that review.
The Dutch truck toll started on 1 July 2026. A temporary 22.3% reduction in toll rates applies from 1 September through 31 December 2026. It does not mean a 22.3% reduction in the complete freight bill. The official tables distinguish periods and vehicle classifications; provisional information for 2027 must be rechecked before use.

Waiting: agree what is recorded
Ask when waiting starts, what allowance is included if any, which charging unit applies and who records the event. Clarify the distinction between arrival at a gate, access to a loading bay and the start of handling.
In an illustrative case, a truck reaches the address but the receiving contact is unavailable. Before deciding how the invoice should be treated, compare the recorded events with the agreed conditions. Keep arrival, contact attempts and release information together.
Resolve the remaining items before booking
Check additional stops, requested equipment, restricted access, unsuccessful delivery and cancellation separately. If a condition is missing, mark it as unresolved rather than assuming the service is included or free. Ask the provider to identify what would trigger a revised price and how approval would be obtained.
Use a short record with columns for the cost item, included scope, trigger for adjustment and written answer. Once the information is complete, compare offers for the same version of the shipment. Keep the accepted quotation and clarifications available to the purchasing and warehouse teams. If readiness or reception changes, ask for reconfirmation before relying on the old total.
Prepare a complete request
Send addresses, packaged dimensions, gross weight, dates and access requirements. Identify any unconfirmed detail and ask for the proposed scope and availability to be assessed.
